I have tested it some more, I can also lock the screen (super + L), same
disappearance of dock.

If I have the fullscreen video on my primary monitor, the dock does not
disappear, but instead the dock on the primary screen is now displayed
above the fullscreen video, the dock on the secondary monitor appears
just fine.
