It appears that this issue has been quietly resolved now:

AFAICT http2 support is currently intentionally dropped from curl
because the dependency nghttp2-dev is not in the 'main' archive, but in
the community supported 'universe' archive.

issue on a Dell XPS13 2015.
I noticed that the issue isn't resolved if I only install the linux-

extra-3.19.0-31-generic_3.19.0-31.36~RevertsV2 the issue is resolved. I

I have the same experience on a machine I administer remotely; the
initial installation of gutsy beta was just fine, but after a update
package update was performed yesterday, the same low resolution
occurred. And sure, setting hz and vr manually fixes the issue.
