I didn't believe I had modified the directory permissions but I've
retested on a clean install and this defect can no longer be present.
I used the latest AMI on EC2 (ami-1515f67c) and then did apt-get update
followed by apt-get install tomcat6. The directory permissions are:

I'll accept your comment about the 1024 cylinder limit and older BIOSes.
However, putting boot below that limit did work. This is an IBM ThinkPad T43
for reference.
As for how to detect it. The symptoms were that grub gave error messages

I used Xrandr to configure the S-Video to work through my TV. Specifically I did
