I'd not ship the upstream version - dpkg-reconfigure just doesn't do anything.
But its true, that the USBAUTO option is missing in the default file. Seems
that was added to the service at some point and went missing.

Your description is wrong - systemd happily handles a running gpsd in
fireground mode.
Also /etc/default/gpsd is not read by gpsd, but by systemd and the options are
passed to gpsd.
Whatever the problem is you are having, your change is not the fix for
it.

As the freedesktop.org upstream is kinda dead, but geoclue seems to be
ina bit of development in Ubuntu I'm filing the bug here, too.
gpsd 3.3 (currently in Debian experimental) comes with a new API (v5)
and geoclue will fail to build against it. IMHO the whole gpsd provider
