I removed the package linux-image-generic-hwe-22.04, the computer runs
perfectly with standard 5.15 kernel.
I removed the Nvidia 8400GS additional card, then reinstalled the linux-
image-generic-hwe-22.04 package. The computer runs perfectly with kernel
6.8.0-40-generic.

The OS is missing support for BTF which is needed in order to use XDP.
BTF is compiled into the x86 Ubuntu kernel but not on the raspi which is
missing the directory /sys/kernel/btf.
As a result, I am unable to use XDP AF_XDP so

impossible to run. In command line, one cas see the following error :

I managed to unbreak my system (in case anyone stumbles here looking for
help) after reporting bug 2063219
Julian suggested installing libglib2.0-0t64_2.80.0-6ubuntu1_amd64.deb
manually downloaded from the archive with dpkg, which I did.
Then checked the debs in /var/cache/apt/archives/*.deb were
