I didn't realize there was a bug report for this; it should be fixed in
the latest Dracut and Plymouth uploads to Plucky.
FWIW, I still can't get Plymouth to display the theme. I can confirm it
works with a Spanish keyboard layout, though. I'll continue working at
it.

it, multiple times, but it looks like it's just not entering the

I think the release attempt in comment #46 above failed, because the
nova package is still in focal-proposed.
Looking at the verification attached in comment #44, I was expecting to
see the tests from the test plan listed in there. Specifically:
in nova/tests/functional/libvirt/test_numa_servers.
