doesn't matter whether there's a common hardware ailment involved in this
particular overheating or not. The software is acting like an idiot and wasting
all its chances to remedy the situation:

Upstream won't apply such a behavior as they regard it as locale hacks.
GBK is a superset of cp936 but is not too big to cover portions of UTF-8
(so it can be reliably detected, not like GB18030). It's better to use
GBK than cp936 from this POV.

A few weeks ago I installed xubuntu 15.04 on my computer, without this
bug. After hearing about 15.10 beta 1 being released I decided to wipe
the partiton and start from scratch. sudo update-grub revealed this bug.
I tried installing 15.10 beta 1 again, same bug. I then decided to use
the 15.04 net

Thanks for the locale definition file; it seems to compile fine.
Since there is a two-letter language code for Lingala available, I'd
suggest that the locale is named ln_CD instead of lin_CD. Also, it
should be UTF-8 encoded.

I just hit this problem again now when trying to install Skype. This is
a widespread issue. Someone on Google+ suggested this is due to a policy
change in lintian... should this bug be directed at that instead?

This is most certainly not only a Nexus 4 issue. I tried many times to
hit the delete button on an alarm in the clock app today on a retail bq
e4.5 running OTA-6 and latest clock.

I encountered the same problem but at last I found what was wrong with my
command.
I just copied the command from the guide web-page
(https://unity.ubuntu.com/getinvolved/development/unity8/). The command is :
./build.sh –setup
but the actual command that worked for me was:
./build.sh -setup
The ofono job on the Ubuntu phone has the following start rule:
start on started dbus and rild-ready
