I tried again and noticed the problem was during the grub install. This
made me suspect that a prior external USB stick install I had done had
messed up the boot record thing. I built a liveUsb with BootRepair on it
and used it to fix the boot record. After doing this, Ubuntu booted up OK
from Gru

It looks like the fix in rpm in Debian is to use bash instead of dash,
so the fallback from $HOME to ~ works if $HOME is not set.
