I can't find the conf.d folder under /etc/php5/ .

I have verified the proposed Mir fix does not help right now. The
threshold of 500ms it uses is too low to account for the Unity8/dbus
delay. And increasing the Mir delay to seconds to account for that delay
I think would not feel as nice as the screen coming on immediately like
it does now.

This bug is still present in Ubuntu 14.04 3.13.0-32-generic (both 32bit
and 64bit).
This makes Ubuntu and derivatives problematic for newbie users who
expect cd/dvd ejection to just work as it does in Windows. Having to
manually unmount the drive before inserting another disc is a poor
solution.
This definitely won't be fixed now, as mplayer was removed from Debian
and thus won't be in the next release of Ubuntu. Introducing dvdnav
support into a stable release is not going to happen, unfortunately (we
only do stable release updates for bug fixes, not new features).
