The handling was changed a little bit in Typo3 8.
Now you have somthing like groups (default, small, medium ect.) and every group have his own ratios.
I tried the same already in the page config:
TCEFORM.sys_file_reference.crop.config.ratios {
NaN = Frei

I have added new php file on EXT:dummy/Configuration/TCA/sys_file_reference.php
