Suddenly my FTP server stopped accepting connections. The DOS ftp says (in
Turkish) connected and in ActivePorts/netstat I see that the connection is
established but the breakpoint in TWSocketServer ConnectionAvailable is not

You should make sure to set the charset attribute of the Content-Type
header as the proper character set for your message. Example:
Content-Type: text/html; charset=UTF-8
