I have added COUNTRY=GB to /etc/default/crda. During boot the RD is
correctly set:

Anybody aware of a work around? Presumably NM uses scripts to ignore the
default file.

A normal user has to run an application using sudo just to build a
profile. This is ludicrous and counter-productive. The profile generated
should optionally be saved elsewhere.
For example:
