Generally for reproducing issues I set Phased-Update-Percentage to 0 on
the packages the user had phased so it's independent of machine-id, it's
not been a problem in my experience to reproduce issues.

Thanks for the explanation, Colin. It's not breaking anything as far as
I can tell, but I'm glad to hear someone's going to get a handle on it.
Something about building for Mantic and seeing the wrong version on the
package sets off an alarm in my head, and now I can ignore it and go
about my work.
