I still encounter this issue after upgrade my bionic to the latest update.
The only way to boot to graphic shell is config to using lightdm as default.
Now I'm in unity session and try to install nvidia-396 to see if it fix this

I confirm that we should not have ifupdown in the default desktop
install in 18.04 and that it would be reasonable IMHO to move pppoeconf
to ship-live. I am deferring to Adam to decide whether to accept this
change due to the timing of release.

This is actually the same issue.
I am seeing the same error message quoted by the original reporter, but
that message is filtered through systemd---it is not direct output from
rsyslogd. What I provided was the direct output, that actually shows
what's going on.
