This likely means that your installation is broken.
Try running the command

to make things work again for the time being.
You might want to fix that up as well.

This happened while I tried to upgrade to 18.04 from 17.10 , on 23rd
April, 3 days prior to official launch.
Though this kind of bug had been reported here #366433 , i think this
might be a new one as its hppening in a recent version of OS.
