I've just revisited this issue on 16.04 with the HWE v4.13 kernel and
still having the same problem.
This time however I seem to have discovered a workaround that
successfully pairs the Apple Wireless Keyboard A1016. This uses the
'bluetoothctl' CLI tool in the terminal.
In short, instead of init
It seems to be a filename confusion. libgweather-common looks for
libgweather-3.0.mo while the language packs provide libgweather.mo. It
works for me on 17.10 with the version in this PPA:

Ubuntu does use the same packaging for libgweather as Debian, except
that Ubuntu uses language packs. There is a problem with gnome-weather
not working correctly with Ubuntu language packs. This might be similar
to LP: #1491787

While the suggestion you made is absolutely correct it just wasn't important to
many users it seems and also of low severity just dropping the ExecStar

recommends [1] for cryptsetup (although the changelog doesn't seem to say that).
Mountall is no longer included in artful+ with the switch to systemd.
