Before digging deeper, did you try option `-g'? Update a line in your .tmux.conf
to following and check
set-option -g bas
server is running begin
setting EVENT_NOEPOLL!
This example works as expected (i.e. w/o hang).

P.S. Instead of `kill-server' one can just remove socket file in
/tmp/tmux-${UID}.

[completely] broken in that respect.
P.S. Why 'has-session -t tool' works? Is `target-session' (from man page) a
