Microsoft XP has an addressbook appplication, you can find it under
programs / accessories. You can use the addressbook to import, edit, and
export vcf files. You can also edit them just in notepad if you wanted
to. You might need to be careful of formatting if using notepad though.

Yes you can use your pc to edit those files.
When you connect your phone to your pc via a USB cable, the phone will come
up with some options.
Select mass storage mode, then either through my computer, or windows
