Inner relations for municipalities are indeed needed. One example of
"inner" holes of cities within a city is Chicago, Illinois. Norridge
and Harwood Heights are townships of Cook County, Illinois. They are
completely surrounded by the city of Chicago but don't belong to one
another. I believe many
being the most difficult to quantify in a manner in which many
people would agree on (less capital cities).

Can we just call/tag "paper streets" as such? "highway=paper_street" any
incarnation of tagging paper streets in a way that indicates that they have
been approved as streets but have not been built or have been disused (in
the physical sense).

I don't like the idea of tagging a dual-carriageway for a way that doesn't
have a physical barrier in between. No passing zones should be tagged in a
manner to denote when passing is or is not permitted by regulation.
