After reading the Feature Proposal at

it
seems that " I want this proposal to open up the possibility of mapping the
broadest possible spectrum of surveillance" might indicate changing the
proposal Key to the
man_made=water_marker? That's in line with other water related infrastructure,
and the meters are not only used to measure water during flood, but during any
season.
Other option. Some specific types of water infrastructure uses key waterway:
http://wiki.openstreetmap.org/wiki/Key:waterway.

Those have nothing to do with each other. "landuse" defines land utilisation of
an area. "place" defines a name for a location (a geonym). The only thing you
can say about a place name (other than locality!) is that it derives from some
kind of settlement.
