Looking at http://wiki.openstreetmap.org/wiki/Key:access I get the ipression
that psv includes bus and taxi.

There's no reason to prefer cycleway=opposite except "tradition".

This is a proposal for tags on restriction relations. Some restrictions
do not apply universally, but are limited to certain vehicles, some days
or even some times of the day.
