The software the maps were made with is 3DEM
To get the software, go to

The software used to be shareware, but now it's free. The site will
also give you links to terrain downloads.

Actually, the colors are NOT mapped by the satellite, but can be set
using elevation in the software.The satellite data is only elevation
datasets that are rendered by the software. Actual images then have to
be overlayed Also, fo more modern maps the software has the ability to
overlay lansat
