There's a very insignificant update to the utils again. (Only the compiled sword utils. And all of the DLLs are still up to date.) This includes ICU 4.0 d02 code. (Draft 2 of 3 scheduled.) The next draft of 4.0 is coming in a couple weeks, and the final will be in about a month. So, unless you
