SA 2.6 uses /perl/etc/mail/spamassassin/local.cf
It's in the docs and if you use -D (for debug) it will tell you where it's
looking.

1. This is covered in the FAQ
2. If you thought of restarting spamd as being a possible thing you need to try,
why not try it, and see if it's required.
