First, try spamd -D and look through the output. Also, make sure
/usr/local/etc/spamassassin; /usr/pkg/etc/spamassassin and
/usr/etc/spamassassin doesn't also exist, and don't run spamd in a dir
with rules. Make sure your ~/.spamassassin/user_prefs don't override
these options. (asuming you aren't running -x)

And you did restart spamd, didn't you?
