I had this same question when I first installed SA on our mail server. We
decided to let each user deal with tagged messages to catch
false-positives. this allows them to build their own whitelists...
What I do is save the real spam to a folder and run a script written by
Theo Van Dinter called
you could store spam (compressed) for users who have opted to turn on
filter to a sql database which they can then view in the 'spam hold' area
and have delivered or deleted if they so desire.
simplified example:

Can spam assasin be configured so that if it rejects email (spam) it
forwards it to specific account or can I get some info about rejected
mails?
