i found it ..and got it working .
there was a } in xinetd.conf missing at the end.
i modified it but i simply had not restarted xinetd.
all works.
But still a comment about xinetd
the modification i made to the file works.
I suggest this to be included in the documentation.

By now i think i tried it all.
In RH 7.0 inetd dosent exist it was replaced by xinetd.
this is what i did
in /etc/xinetd.d/sane i got this
