I don't think the $99 fee is the right approach to controlling that issue.
The OWNER should be in control of who gets access to their site. For
Enphase, the process is pretty simple - send the customer a custom link or
have them change it in their app. And it's essentially instant.
Why can't Solar
This same thing happened to me with enphase including my own home,
interesting thing they did was only pick sites, not all. Enphase had no
explanation.

We have another awkward thing going on with Solaredge right now. Twice in the
last month or so, one of our customers systems has been transferred to another
installer without the customers (or our) permission. The other installer isn’t
even local. Maybe the $99 fee will help alleviate that fr
