It depends on the build. If I was building a practical bike, it would not

I have a first batch Waterford AHH, with the slightly sparkly paint.
I've been using Testors Blue #1110, straight out of the bottle. To my
eye, it works fine, if not perfect. I've never noticed the touch-ups
after painting.

A couple of years ago, maybe more, I got a flat on my Schwalbes when I ran
over an industrial-sized tack. When stopping and fixing it, I was amazed
and actually sort of pleased that I remembered how to fix a flat, it having
been such a long time!

Plenty of Rivendell sightings on Chilly Hilly yesterday, on a not so chilly
