Yes - provided it's a mountain cluster as the lowest cog (smallest) is
dished to fit the wheel.
The Shimano M7000 series of components will work for you. As will SRAM Apex

touring oriented frameset where I will have to reach for the measuring

pure laziness not wanting to leave the house & buy replacement Dremel parts.
For cutting you want their E-Z Cut system which has a nice quick release.
Use the "real" Dremel wheels as the quality of the cuts is so much higher

That's interesting, mine is a very tight fit as well, 2 more mm and it
would not be a fit at all. It's pretty soft aluminum alloy if want to take
a file or grinder to it though.
