I've run Panaracer T-Serves 700x35 with 45mm SKS fenders and 50mm Berthoud fenders. The tires seem to run true to size. I had plenty of clearance with both and imagine I could have squeezed a Panaracer Pasela 700x37 in there. Without a fender the biggest tire I've used is a Schwalbe Marathon 700x

"Fire roads" are definitely not flat. Conditions are usually pretty good. Rocky and rutted in some places, no gravel. There might be jeep-track heading out from them. If you ever question what a Rivendell is built for, look no further. BTW, here's a cool gravel-road race promo for the mid-west:
