Every time I go just a hair bigger, I end up with a too long top tube. Need

I have a 54cm San Marcos in the box that I am planning to sell as I am never
going to get around to building it.
That might be too big for you but I'll throw it out there just in case it would
work with a short stem.
It is one of the Tiburon blue batch so takes 650B wheels.

I've been commuting on a 23" 1987 Schwinn Voyageur, and as much as I love
the look and handling, I feel too stretched on the top tube (even with a
Nitto dirt drop stem). When I do rides longer than my 5.5 mile commute, I
inevitably end up with neck and shoulder pain and a headache from putting
