Hugh, I don't know about the Xpress tires from Soma, but I've ridden two Soma tires that are similar: the New Express 700x37C and C-Line 700x38C. Very different tires. The New Express 700x37C is nice and fat (have not actually measured, but I don't doubt they are a true 37 if not 38C. It also h

Jeff, I forgot to mention, tire cross sections don't have to be circular. If your tightest clearance is vertically at the brake bridge you might ask Compass Bikes what the max radius on that tire is. Measuring widths is not guaranteed to tell you the height differences between tires. -- You re

Jeff, Unlike most tire manufacturers, Compass Bikes bikes gives measured width when they give a tires size. So you can be fairly confident that the width they publish is the width you will get. If you ask they will probably tell you what width rim they measured on so you can allow for that sourc

It's not surprising that your Express tires measure ~35mm at best. From what I've heard and read the hypertex casing is good for flat protection, but keeps the casing from expanding fully. The B-lines without the casing will stretch out to a full 38mm after a while but have no more flat protect
