"38C" is not a measure of width. The "C" goes with the 700 -- to distinguish the 700C size from the now obsolete 700A and 700B. It really grates on the ear to hear all the roadies using "C" as though it meant "mm" but they are on the whole ignorant folk with a very narrow range of experience and world view. That is hardly the case here.
