Can you put a little 'dimple' in either side of the fender to give
some brake arm clearance?

Yeah, it drove me nuts at first, but after 100 miles or so, I never thought

Yep. It's the brake design. Happens when I have Honjos on my Ram (less
and less often these days).
I imagine the new-ish Tektro R538 (RBW calls it the Big Mouth 57)
brakes will solve it, likewise with the Paul Racer center-mount
version.

It's difficult if not impossible to avoid this problem with the stock
brakes, but a wide-mouth brake makes it easy.
