That is a Kashimax Five Gold top tube protector. They are specifically
made for kierin racing bikes in Japan. It was left over from my track
days, and I found it again while looking for

What is irregular about the Dirtdrop stem? It is a great, heavy duty
stem for riding everywhere, road or no that just happens to be quite
good looking. I have several of them.
