That screw should be an M4 x 0.7 mm pitch thread. I think ~16mm in length
should be adequate. Is the nut on the other side still in place?

Baking soda and water does the trick on mirrors! My German mirror is the
best I've used and I feel safer riding with it. I'm not sure of the size or
sourcing of that little brass screw but maybe see if the folks at Rivendell
can help you out.
