You are correct, but we respectfully disagree about the pannier
capabilities. Obviously, this rack isn't for stout touring, but an
"around town" pannier (like a lightweight Basil) would work just fine.

Yes, the lucky owner is definitely on the "performance" end of the
commuting spectrum. Along with the usual casual rides, the bike will
see duty as a means for daily vigorous exercise, i.e. fast commuting.
