The VIP straps work for tubes from 1" to 2.8" according to the website.
The "pad" where the cage will attach is concave on the bottom side to mate
with the tube and the straps wrap around the tube. There is a set of pads
to protect the paint that install on the strap. I've used them on

Thanks for the lead. The Elite picture shows an angle between the body and
the zip tie is it a smooth transition between the body and the tie.
Looks like these would work well on my 75Schwinn Voyageur II (no bosses,
but currently using the set up described by Patrick below).
