The VIP straps work for tubes from 1" to 2.8" according to the website.  
The "pad" where the cage will attach is concave on the bottom side to mate 
with the tube and the straps wrap around the tube.  There is a set of pads 
to protect the paint that install on the strap.  I've used them on 
recumbent bikes and currently have a set on our Cannondale tandem.  You 
will need to trim any excess strap but be careful to leave a short section 
in case you ever have to remove and reinstall them.
