For extremely short riders, even the 47-48 cm bikes are a little tall. Surly
makes the LHT down to 42 cm with 26" wheels.

Correct. In that size all three bikes (hilsen/saluki/atlantis) all have a
2.5 degree top tube.
The level top tube suggestion was meant as a relative measure of function
and aesthetics and should be read as: not a mixtie/step through frame
design. Sorry for any confusion.

Saluki and Hilsen have sloped top tubes. Haven't checked, but maybe
Atlantis does too?.
