Dremel, neat; heavy "pincers" -- not quite bolt cutters, just bit pincers.
This last for aluminum; I've not used on steel. Quick but need a lot of
filing for the ends.

Joe, I thought you meant how do you cut rack struts without smoking or
drinking. That's what a vice is. A vise, on the other hand...
If I remember right, when I cut my struts, I'm pretty sure I used an angle
grinder with a cutting wheel, (I'm an ironworker so I brought one home from
work) and h
Pipe cutter. I forgot I have a pipe cutter. Doh!

Once I bought an angle grinder, I cut everything with that. Zip! Done. OK,
some file work after.
I have a bench vise, I just don’t use it for that task.

A pipe/tubing cutter cuts nitto rack stays beautifully. No Vice needed, and in
my experience no need to file either. In a pinch can cut SKS fender stays too,
but they really take a toll on the cutting wheel, severely shortening the life
of the tool.
