Joe, I thought you meant how do you cut rack struts without smoking or drinking. That's what a vice is. A vise, on the other hand...
If I remember right, when I cut my struts, I'm pretty sure I used an angle grinder with a cutting wheel, (I'm an ironworker so I brought one home from work) and held the strut with channel locks. A Dremel tool would probably much easier in that particular application.
