Recheck your QS's documentation. I believe sa_delete is in addition to
spamassassin's local.cf required_hits. I have Qmail-scanner 1.25
patched with Salvatore's st patch with sa_quarantine=0.1, sa_delete=1
and local.cf required_hits=4. Those numbers have kept my mail customers

to delete messages over a threshold.

Spam messages over this score should be quarantined.
Only relevant if SpamAssassin is used and is greater than
15 matches
