When a Binary file is sent via email it must be converted to ASCII. This is
done via MIME encoding. The encoding has an overhead, and that is the
difference in the file sizes you are seeing.

can this be whats affecting mail delivery since sometimes i see
qmail-scanner takes even around 700secs to scan one e-mail.
Check your RBL list, make sure you don't have any in the list that are
currently off-line.

Only if you block all attachments. Besides, if someone takes an .Exe and
renames it .Doc, the recipient is now responsible for renaming it back to
.Exe otherwise the file is useless.
