at the top of /service/smtp/run and restart the service. The problem is
that environment variable needs to be fiddled with before
qmail-scanner-queue.pl gets called.

What version of qmail-scanner are you running? I am running a really old
version of 2.01st and the Setlocale function is right at the top of the
qmail-scanner.pl program. Here is what is looks like on mine.
my $orig_locale=$ENV{'LC_ALL'};
$ENV{'LC_ALL'}= $ENV{'LANG'} = $ENV{'LANGUAGE'} = 'C';
