I recently switched laptops and was looking for a file to download the 3.28 LTR.
But now I can't seem to find the 3.28 LTR file even if I look in the older
release.

At https://download.qgis.org/downloads/ you can find all the old versions
of QGIS. I believe that, at least for the windows packages, it then links
to the FTP server of the Open Source lab of Oregon State University
(Mirror).

To my knowledge, although I have not investigated this much, the answer
is no. I have not seen any 3D piecewise projections and georeferencing
functionality within, but would be very happy if someone else is able to
indicate otherwise.
