Currently, my workaround is hiding overlapping labels with the label toolbar.
However, it is not easy to restore hidden labels (for non-professional GIS
users), especially for layers without symbology like house numbers.

rendered on top of everything else.
It would require an architectural change in QGIS in order to allow a change
in rendering order of labels.
I agree that in some cases it would be nice being able to render other
