Currently, my workaround is hiding overlapping labels with the label toolbar. 
However, it is not easy to restore hidden labels (for non-professional GIS 
users), especially for layers without symbology like house numbers.


I submitted a possible solution where area-like annotations could act as 
blocking label obstacles: https://github.com/qgis/QGIS/issues/60872

It would require an architectural change in QGIS in order to allow a change in
