are you actually using QGIS 3.34.0 or QGIS 3.40.0? If the former,
firstly I suggest you to use QGIS 3.34.12, instead. What is the GDAL/OGR
library version used by QGIS on your system?

Maybe it is worth a try to recreate the spatial index? Maybe it has defects or
is incompatible. Just remove the .shx files
e downloaded from Ordinance Survey work fine.

Which old version are you migrating from? Could be worth trying some
intermediate version of QGIS. Open and save and then go to 3.40.

Sounds like you have set Scale Dependant Visibility, setting a Min or Max Scale
in the Symbology or Rendering on the Layer Properties
That would be my first port of call anyway.
